I hear a lot of people, me included, saying things like:
"Politicians are crazy?"
"What are they thinking?"
"Are they out of their minds?"
"How can they think is that a good idea?"
"They ought to have their heads examined!"
Well, where there's brain smoke...there might also be some brain fires!
Personally, I'd like to take all the "crazy'" accusations and personal and party "wingnut" and "insane" characterizations off the table.
I'd also like to be sure that the people elected to represent us have normal brains that are not physically degraded or God forbid, diseased.
Ask yourself, is that a "sane and rational" or a "crazy" idea?

THE BIRK PROP0SAL: I'm calling for every candidate for elected office at the State and National level and all Cabinet members, Federal Judge nominees and Supreme Court Justice candidates to have a SPECT scan to be sure that there is no physical brain disease or brain degradation that would potentially impair clear-thinking.
This would eliminate the "everything seems okay" non-scientific selection and largely non-objective screening processes, we now have.
Prevention is widely accepted as a good idea in all areas of healtcare.
CONVENTIONAL WISDOM: "An ounce of prevention is worth a pound of cure" and early identification of medical issues may lead to quicker medical intervention and often mitigation of debilitating future health problems.
BIG FAT NOTE: This does not in any way limit, filter or repress political thought or the advocacy of opposing ideas. What it does, is assure that the brains of our elected officals are not diseased or physically degraded.
It actually optimizes the chance of us electing people who have the ability to thnk clearly.
HERE'S THE PROPOSAL:
1) Make it optional - the person standing for consideration as a candidate can choose to have a brain scan done or not. That is 100% their decision. They can opt in or opt out for any reason or no reason at all.
Voters can consider the candidate's decision just like they consider many other factors like relevant career experience, moral and ethical standards, political platform, personal wealth, education, skill sets, areas of expertise, criminal record, personal appearance, style of haircut, gender, race, weight, height, religion, sexual orentation, sense of humor, Pepsodent smile, tweets, facebook posts and the promises to create jobs, right to life, support of entitlement programs or stance on economic and/or a myriad of political and social issues.
2) Have the AMA and APA set up the test standards, procedures and protocols for The Surgeon General.
Have 10 equally-qualified, exactly-equipped and professionally-trained and staffed Regional Test Centers at major hospitals and clinics: The Mayo Clinic, Johns-Hopkins, Sloan-Kettering, Barnes-Jewish and the like.
3) No detailed medical records would ever be made public - unless the person standing for consideration to elected office, Cabinet appointment or lifetime judicial appointment wished to do so.
Every person is entitled to a maximum of 5-scans, either at the same center or at 5 different ones in order to eliminate any possiblity of an anomoly, equipment malfunction or scan test error.
The tested person would be given the test result information first and would be able to factor the test results into their personal decision-making process.
4) The only information for the public should he/she decide to be stand for election or political appointment would be: A) Scan made or B) Scan delined. - At the sole option and ONLY with the personal permission and the direction of the scanned person, they could also post - C) Brain meets medical parameters in the range of NORMAL physical condition.
MY CONTENTION: Using scientific and proven medical technology would produce much better candidates from all parties. Democrat, Republican, Libertarian, Tea, Independent...whatever.
There is a saying at the beginning of Dr. Amen's book:
"For those who have eyes let them see."
This procedure would also be part of the RE-ELECTION process. Why? As our population ages and long-sitting members of Congress are making more and more crucial decisions that require sanity and clear thinking it makes sense to ask them to have brain scans at reelection time too.
If the Surgeon General can put a warning on a pack of cigarettes or a bottle of wine or the FDA can demand ingredient labeling on soft drinks and frozen White Castle hamburgers - why, as Ethan Allen of the Green Mountain Boys once said, "In the name of the Great God Jehovah and the Continental Congress" would we continue to send people to cast big important votes that affect the lives of hundreds of millions of people without having a health check to see if their brain is not diseased or physically degraded?
I also think that annual SPECT scans should be required for Federal Judges and Supreme Court Justices who have lifetime appointments. After all, would it be prudent to allow a person with a degraded or diseased brain to continue to serve in those critical capacities where mental acutity is essential.

If the TSA can fondle my gonads to make sure I'm not the next Muslim underwear bomber...why would our leaders object to having us know that they have normal brains unaffected by physical degradation or disease?
I would think they would love to have everyone know that they have brains in the normal range,
Liberals can still elect Liberals and Republcans can elect Republicans.
Truthfully, would'nt we all feel a whole lot better, if our elected representativs all had brains in the range of normal.
I hope Maxine Waters and Barney Frank will sponsor this legislation and be the first in line to lead by example.
